As there is punishment for disobedience to the order of the supreme executive head, so there is certainly punishment for disobedience to the order of the Supreme Personality of Godhead.
BG 3.32, Purport: The flaw of not being Kṛṣṇa conscious is clearly stated herein. As there is punishment for disobedience to the order of the supreme executive head, so there is certainly punishment for disobedience to the order of the Supreme Personality of Godhead. A disobedient person, however great he may be, is ignorant of his own self, and of the Supreme Brahman, Paramātmā and the Personality of Godhead, due to a vacant heart. Therefore there is no hope of perfection of life for him.

The king was the supreme executive personality, and if he caught any ministers stealing like thieves and rogues, he would at once have them killed or dismissed from service.
SB 4.14.17, Purport: In other ages-in Satya-yuga, Tretā-yuga and Dvāpara-yuga-the general populace was not so degraded, and the head of government was never elected. The king was the supreme executive personality, and if he caught any ministers stealing like thieves and rogues, he would at once have them killed or dismissed from service. As it was the duty of the king to kill thieves and rogues, it was similarly his duty to immediately kill dishonest ministers in government service. By such strict vigilance, the king could run the government very well, and the citizens would be happy to have such a king. The conclusion is that unless the king is perfectly able to give protection to the citizens from rogues and thieves, he has no right to levy taxes from the citizens for his own sense gratification.
A responsible monarchy is better than a so-called democratic government in which no one is responsible to mitigate the grievances of the citizens, who are unable to personally meet the supreme executive head.
SB 4.21.6, Purport: A responsible king was always approachable by his citizens. Generally the citizens, great and common, all had an aspiration to see the king and take benediction from him. The king knew this, and therefore whenever he met the citizens he immediately fulfilled their desires or mitigated their grievances. In such dealings, a responsible monarchy is better than a so-called democratic government in which no one is responsible to mitigate the grievances of the citizens, who are unable to personally meet the supreme executive head. In a responsible monarchy the citizens had no grievances against the government, and even if they did, they could approach the king directly for immediate satisfaction.

The principal word, bhagavān, indicates the Personality of Godhead, and Brahman and Paramātmā are concomitants deduced from the Absolute Personality, as a government and its ministers are deductions from the supreme executive head.

In place of one king or supreme executive officer, in a democracy there are so many quasi-kings.
Light of the Bhagavata 44: In a monarchy, one man sufficiently trained was competent enough to conduct alone the business of the state. But in a democracy no one is trained like a prince; instead, politicians are voted to responsible posts of administration by diplomatic arrangements. In place of one king or supreme executive officer, in a democracy there are so many quasi-kings: the president, the ministers, the deputy ministers, the secretaries, the assistant secretaries, the private secretaries, and the undersecretaries. There are a number of parties—political, social, and communal—and there are party whips, party whims, and so on. But no one is well enough trained to look after the factual interests of the governed. In a so-called democratic government, corruption is even more rampant than in an autocracy or monarchy.

Although by law you are condemned to death, but if you appeal to the supreme executive, the king or the president, if he likes, he can excuse you.
Lecture on SB 1.2.21 -- Los Angeles, August 24, 1972: In the Brahma-saṁhitā this is, that "Those who have taken to Kṛṣṇa consciousness, their karma, their action of, resultant action of karma, is stopped." How it is stopped? Kṛṣṇa gives you assurance in the Bhagavad-gītā: ahaṁ tvāṁ sarva-pāpebhyo mokṣayiṣyāmi [Bg. 18.66]. "I shall give you protection from all kinds of resultant action of your sinful life. You just surrender to Me." Kṛṣṇa can do everything. Just like king can give you, excuse you. Although by law you are condemned to death, but if you appeal to the supreme executive, the king or the president, if he likes, he can excuse you. Similarly, by nature's law we cannot be freed from the resultant action of our sinful life. That is not possible. But if Kṛṣṇa desires, if Kṛṣṇa is pleased upon you, He can excuse, He can excuse you.

Lecture on SB 5.5.1 -- Los Angeles, January 20, 1969: This morning also we were reading in the Īśopaniṣad that God is apāpa-viddham. "A" means not, and pāpa means sin, and viddham, infected. The God is never infected by sin, sinful activities. Common sense. Just like a king orders somebody to be killed, "This man should be killed." This killing is sinful for the ordinary citizen, but killing by the order of the supreme executive head, the president or the king, that is not criminal. If you say that "Killing by me is criminal. Why it is not criminal for you, you, the president or the king?"

Just like lawyer, representative of the law, means who carries the order of the supreme executive. He is lawyer. Similarly, a spiritual master means who carries the order of superior authority.

Prabhupāda: Bona fide spiritual master means who carries out the order of higher authorities. Otherwise he is not spiritual master. Anyone who manufactures his own process of religion, that is rascaldom. dharmāṁ tu sakṣād bhagavat-praṇitam [SB 6.3.19]. Just like lawyer, representative of the law, means who carries the order of the supreme executive. He is lawyer. Similarly, a spiritual master means who carries the order of superior authority. We are carrying the order of Caitanya Mahāprabhu or Kṛṣṇa. Kṛṣṇa taught this Bhagavad-gītā, and He has said that "Anyone who will preach this confidential message of Bhagavad-gītā, he is very dear to Me."

"Everything is lost there," we are preaching. No intoxication. And the material world is preaching, "Everything is there." This is the difference. We are preaching, "Everything is here in Kṛṣṇa, in God."
