This is the . . . Let them remain rascal, but get vote. So that is . . . That is described in Bhāgavatam, śva-viḍ-varāhoṣṭra-kharaiḥ saṁstutaḥ puruṣaḥ paśuḥ (SB 2.3.19). The population is śva-viḍ-varāhoṣṭra, and they are giving vote—another big paśu. That's all. This is going on. This is democracy. The voters are paśu, and he is selecting another big paśu.
